Microsoft tape format

Hi, I'm trying to write an application (C# or C++) that should create files
on a tape using the microsoft tape format, so the data will be viewable for
3rd party tools too.
Is there some sort of a library that I can use for that i.e. something that
will take care of the format issues and allow me to write a file, read a file
e.t.c.?
Any help is highly appreciated.
